Sam Ruby is right.... again
Sam Ruby asks, "Shouldn’t a blogroll be available in OPML, or FOAF or XOXO or something?"
More and more bloggers are making that realization lately. Pat Phelan and Tom Raftery are the latest to have have replaced/supplemented their blogrolls with Reading Lists - dynamic feed outlines. Not only can readers now peruse their recommendations inline, without leaving those blogs but so also can those OPML outlines be easily repurposed around the web (just like RSS). For instance, I was able to add Pat and Tom's Reading Lists to My FeedRoll directory as seen in the Grazr panel in the sidebar here.
One other thing I would advise Pat and Tom to do is edit their blog templates to make them compatible with OPML autodiscovery and then submit them to Tom Morris' OPML Ping Server.
